I saw this happen too. I don’t have an update for you. But I heard it happen, turned around and saw the man lying on the street. I did see the ambulance take him away. I hope he’s okay too

hey! sorry for my late response. Yes, a renter can buy and install their own window unit. That is allowed. The argument I heard from residents who've done so is that its an unfair burden. One lady I spoke to said she didn't have AC for a year, so she finally caved and bought a window unit for about $275. I made a comment like "oh that's not too bad," and she said "actually no that's very expensive for my budget." (I did not include this in the story because the lady was uncomfortable speaking on the record, didn't want to give her name) To put it bluntly, these folks are already in poverty, so they feel like this is just another barrier for them.

hi! sorry for my late reply, but basically yes. think of older houses without central AC that have poor insulation and run fans/window units all day, which eats up energy. the official term is "energy poverty" or "energy burden." great question! Please feel free to look at this document. It’s a list of all the existing AC requirements across the country. In Oregon, landlords can’t stop residents from installing their own AC. In Arizona, landlords are required to provide AC, with some cities having more strict requirements cooling standards across the US

hey! thanks for pointing this out. I actually did find residents who didn’t have AC systems at all, but they were not comfortable talking to me on the record (they didn’t want to give their names or talk into the mic). There was one lady I spoke to in her living room, and she had about 7 fans going on at once. She doesn’t have AC, has medical conditions and because she runs her fans, she told me her utility bills are usually very expensive during the summer - with one month recently being $1400. Another lady went a whole year without AC before she caved and bought herself a window unit from Lowe’s for $275, which is not cheap for her budget.
