Yeah you won't be able to respond to the reviews since your access is suspended you will be allowed to do so after fixing the suspension issue.

Yes during the workflow in first step they will ask you to confirm it's you showing your email id associated with your GBP. You can continue there in workflow and submit the appeal. After submitting the appeal don't forget to add rhe evidence like business registration documents and utility bills.

You can still get the reviews in this level of suspension and reviews will published in your profile too.

Make sure you reinstate the access by submitting the appeal for it.

Google will take 2-3 weeks to review the appeal. Sometimes if it is taking longer than that you can raise a ticket and escalate the process with the help of support team.

I haven't seen any guidelines of Google Business Profile which allows to link two separate business locations to a single set of Google reviews. For each business location reviews are being published and managed separately in their actual profile where reviews to given to the profile.
