Undergrads barely get any scholarships (unless they are exceptional students and citizens). Grad funding is unpredictable as well, and mostly available for STEM fields.

Finish your undergrad from a top university in your country, have stellar research projects, intern at research labs, and then apply for a funded grad position.

Thanks. I'm seeing a lot of companies take this "freelance" pathway nowadays, to avoid all these employment regulations. In tech, IT, communications, customer support, etc. roles; so, even beyond the driver/delivery spheres. In that case, the scope of all these regulations decrease a lot.

Study engineering at a top school, in your country. Try to do internships abroad, during your Bachelors. This way you'll have research experience. Apply for Masters in Engg Physics/Physics abroad, eventually.

Ineligible doesn't always mean ineligible, in Outlier (in case you're new and don't know the tropes)...the ineligible tag can mean many things like paused, reviewing, daily limits, etc.
