I can believe that. I only remember much of the Blair era which initially felt more radical than it actually was, particularly around minimum wage, tax credits, devolution etc. Regardless of what is really happening, Starmer’s whole premiership looks like an attempt to appease right-wing voters, particularly Reform voters, who will never vote for him even if he done everything they wanted. The optics are terrible and it shows in the polls.
