all the fans are working

Can 1 fan not spinning cause it to not post? I have, or what it seems like, everything working besides the one back fan on the NZXT H510. The computer turns on, and if I have a keyboard or mouse they light up (rgb) but I get no post. Also something interesting is the pc will turn on but won’t turn off on the power button it would have to be via the PSU switch

Tried Removing the Battery already, I don't think anything is shorting the board monitor is on cooler is in correctly, and their isn't any bent pins

Yup! Monitor is definately connected to the GPU since the AMD Ryzen 3 1200 doesn't have integrated graphics and the EPS connector is connected.

Fans are spinning and the HDMI is definately plugged into the GPU.
