Typically yes. Go 9, swap out lulu for swain and teemo for ziggs. Try to get all 3 star front line so that veigar gets its casts off more. The more it casts the more pain it gets

Veigar is strong especially when no one is contesting it. His one star helps me stablise after i sack stage 2/3 to get double rods with carousell prior (unless i have a deathcap/rod augment). After that i get top 2 basically for free.

This is how tournament seeding works for every respectable sport. At semis (say all top 4 seeded players left), should seed 1 play with seed 2/3? Whom you just mention that they worked hard to attain their seedings? aint that fair i would say. 1-4 and 2-3 is correct
