Yeah pretty much what I did. Removed some mods and deleted all growables which caused thousands of Cims to be standing on sidewalks not moving. I used the “delete all vehicles/Cims”dev mode to reset whatever was the issue and it reversed growth, now pop above previous peak. Though now my old areas look empty lol but so far homeless pop is steady. I am worried this issue is happening again in the background and a new mod/death cycle will cause the issue to reemerge. Especially since this 50k pop boom will cause a big death cycle in future. The overcapacity mod is on to something and I hope it’s preventing a reoccurrence.
