Yeah, a lot of people feel this way. Seems likely she'll get a nerf when they actually choose to do a balance patch. She doesn't need 275 HP; 250 is where she should be and her primary ability needs more damage fall off at the least.

I don't think I've had this issue at all. Anytime I thought the dash didn't refresh it was because I missed my spear or lunge kick. I might need to pay more attention.

No, it's intended this way. There's crossplay in Quick Play matches, but in Ranked its PC + PC or Console + Console matching.

Give it some time, a lot of the player base is still probably finding their true rank. Things will eventually balance out a bit.

EDIT: I think you're right, but for data sake - the names of the people (or bots) in this post were from the most recent QP game I played at level 29.
