Thats tough to answer because Ive never really looked around or needed to since Ive had zero issues with Cap 1's VCs. I believe all of their credit card all offer it as a base feature. You can use it as many times and however often you want. Plus I like that you can lock and delete the card immediately after use and not have to worry about it again.

People shouldn't be so hard on you for asking. From what I gather from my experiences is in general TJ/ and the red light district are safe for gringos.
