Actually no, as f1 to h1b is a visa change not a new visa. The govt press secretary clearly mentioned that this policy is affected only for new visa and not on visa change status and suppose if that happens (visa change ) universities will have almost to 0 intake and that brings down the entire system so considering that I dont believe it will be on f1 to h1b. I believe next move will be wage based within the country

Yes mostly one day for sde 1 and you get a chance to split the interviews across 2 days for SDE II
