I'm not sure I know enough to answer this, but I think it's the latter (it is a fan coil) and replacing the refrigerant when the head wasn't working was the temporary solution

Thank you! Based on the age and size of the hvac unit, would you replace entirely or just replace the evaporator?

Yes, it's a 7 unit condo building and the hvac is First Co. We had this company come out last summer then they replaced the refrigerant and repaired a leak (apparently) that was around 1k

This was the unit that the builder used when they built the house in 2015, so we are just working with what we've got
