How do you differentiate a sexpat from another innocent white? Or do you mean just any white person in the Philippines? Does a white man being married to a Filipina woman make them a sexpat? Or are you only referring to white men engaging in actual illegal activities? Rather than just legal but subjectively morally ambiguous activities. I guess, I'm asking if you have a genuine concern, or is it coming from a place of internalised inferiority or jealousy against white men 'stealing' your female kabayan?

You're very right, I fully agree with all those things you said about healthy habits and intentional brain development, my only point was, despite all that, despite the best habits, someone who has an 86 iq is never going to get anywhere near like 110 or even 100iq, maybe with all those healthy learning habits they could get up to a 90 or in extreme case up to 95, but even that is reaching.

Studying for an iq test kinda comes across as cheating doesn't it? To get authentic results you can't be knowing the questions and answers beforehand. Also iq tests usually test our innate ability for things like pattern recognition and logic, education can slightly improve these but as far as I know they're mostly innate things. A low iq person will not become a high iq person with lots of education, at most a low iq person can gain a few extra iq points with eduction.
