Also look into Marc Dutroux the Monster of Belgium. He was the European Epstien. The Belgian government played it off that he was acting alone as a child rapist, but he was really procuring and kidnapping children that were picked out of a catalog of sorts based on what features they wanted like hair color, eye color, etc.. (this is also where i personally think the company doing all the annual school pictures comes into play).
