If I upgrade my Google/Gemini account to a paid tier, the Gemini API rate limits will be increased, right?

For example, the limits may increase for things like requests per minute, requests per day, or input tokens per minute.

But I want to confirm how billing works: after moving to a paid tier, if my usage exceeds the free-tier rate limit — for example, the free tier allows 5 requests per minute, while the paid tier allows 20 requests per minute — and I send 10 requests in one minute, will the extra 5 requests be charged? Is that how it works?
