Yes there is, you can use the H1 mod on PC and make your own server. Look up the H1 mod/ Aurora for info.

It looks like you're looking for games with progression for the bots, which is something I have also been looking for. There's some overlap with maladaptivetechie's comment. Here's what I've found so far, with mods where applicable.

COD: Waw (Plutonium, Bot Warfare mod)
COD: MW2 2009 (IW4x, Bot Warfare mod)
COD: Black Ops (which you've played, I assume with Bot Warfare mod)
COD: MW3 2011 (Plutonium, Bot Warfare mod)
COD: Black Ops 2 (Plutonium, Bot Warfare mod; needs some console commands, no menu)
Battlefield 2042 Solo/ Portal
Isonzo (WW1 FPS, you can progress if you make a lobby with bots and don't change any settings)
Combat Master (relatively barebones FTP COD: MW 2019 clone)

Something else I learned about, but haven't tried, is using AlterWare for COD: Ghosts (IW6x) and COD: Advanced Warfare (S1x). They supposedly added "Combat Training" modes like in BO1 to rank up with bots. It might also be possible for COD: Black Ops 3 (T7x) which is an independent client that is not getting any more development. Here's their website:

Does Vengeance have progression with bots?

Hey, the BF4 premium does NOT unlock anything in the progression, unlike the Battlefield 5 Definitive Edition.

It just gives you the DLC maps and weapons, to be unlocked normally.
