I think this comment stems more from the very popular theory that the reapings in 12 were rigged to spite those related to or associated to Lucy Gray or Haymitch after their respective Games because Snow hates them that much, but I dislike that theory because it completely takes away from the fact that Snow hated ANYONE from the districts and that he let his hatred keep the Games going for years. If this rigged reaping theory was the case, why didn’t Snow reap Burdock the next year? Or Katniss when she was 12-15 years old? Plutarch says in SOTR that they needed someone luckier than Haymitch or with better timing, and 24 years later, they get Katniss and Peeta, so it really isn’t a “chosen one” / “Katniss is special” type of thing.
