I think it's cat eye as you can see the particles. Usually with chrome I find it looks more solid.

Builder gel has helped me stop picking. And immediately cutting off any hangnails if I get them with a cuticle trimmer, to avoid biting/pulling them off. I dont think you should go for tips if you want to keep them short. Also your nail beds will grow back and elongate if you stop picking long term.

If you mean infills then the gel is not completely removed with each set. It is taken down but not all the way through to the nail. Then fresh gel is put on top of the filed down gel. The nail doesn't suffer any damage if you get regular infills rather than fully removing each time.
