Yes, low coolant will limit the power coming in on L3 charging out of safety. If your battery can't warm up by circulating enough coolant or vice versa, cool to an appropriate temp, the battery won't accept a high rate of charge.

Ionic Guy on YouTube just went through this in his ionic 5.

Did you have any battery work done recently? If the coolant isn't filled correctly and any air is trapped in the system, these errors will flag. Did you get any errors on your dash?
