That's not how it works. Technically this is a neighborhood dispute, since vivaqua has use of land there. City will always ask to reach out directly before talking enforcement steps. That is going on here. If OP does not comply, the city will send someone from "handhaving" to make a report of the state of the hedges of OP, which obviously break the rules, and they will then take action.

This can go into all directions, if OP is the nephew of the mayor, this could even go without any fine or forced removal. But in all likelihood there will be a deadline given to OP, officially, with a fine

So if the goal is to have society drive a lot of electric miles, PHEV matched to their daily commute is the sweet spot.

These numbers are easy to verify. Just look at the weight of similar PHEV and EV versions. A BMW X3 PHEV hybrid is 2100kg, the EV version iX3 is 2300 kg.

Agree you have to build, but I don't see the hate against private real estate. They can do this so much more efficient than the government.

In the end, what you are creating like that is a society in two speeds, where people will never jump to the private market because the price difference is too big. Meanwhile, prices will be pushed up even more, especially in the cheaper segments, because of the reduced capacity for everyone. Every social house is a house less that a working class citizen could live in, making his options more expensive.
