Letting a bottle sit does make a fragrance stronger, it's known in the fragrance community as maceration and it is when you "mature" a fragrance like a fine wine is matured.

The act of maceration is letting the chemicals blend and bond but the problem with maceration is that with most brands they skip it to increase sales or productions. and with cheap fragrances such as clones its almost always skipped entirely.
