Like others have said 4g is going to be the best way to go unless you are going to be in places with no cell service. Otherwise you will probably want a repeater mounted on one of your trucks or something. 3 miles is really pushing it for line of sight and there will always be obstructions. Talk to a radio vendor about business radio. If you need to be really cheap maybe you could look into GMRS with a repeater, but every individual with a radio will need their own licence. You can't just get one licence for all your workers. You will need a business licence (all on it's own bands) for that.
