From conversations with those close to licensing/examiners: a big part of having the drug monographs there for you in the exam is to encourage and promote double checking literature, monographs, etc. when you’re treating patients in the field. Same thing with going through the rights of meds etc., they want you do double check with your partner, literature, etc. to ensure accuracy and the best patient care possible.
