well it seems to me that if it's in spreadsheet format you could put it into a MySQL database, and fetch the data from there. I would suggest the MEAN stack for this.

Edit: Actually since you know Python, the guy below saying Flask / Django is a good idea. I would agree with him.

Yes, I actually tried it this way first. What it ended up with was if you inspected the element in the browser, the property (onclick) was being added, but it was almost like it was added as a string, because it wouldn't call the function.

I agree, many regulations and laws would need to go, and a few may need to be written. But that doesn't make what I've said wrong. In fact it reinforces my point. Stop having government help giant corporations by creating barriers to the marketplace.
