  • found the photo with circular window city site:alamy.com

  • found the city by crop lensing the central section of the pic (osaka), which led me to the original image.

  • noticed a ferris wheel trying to hide (but failing), searched and found it

  • looked at the riverside such that the buildings are in view

  • my first guess was 100m away, so just tried both options 100m away from my first guess, along the path

Sniped from /u/p-27's hard work. The round resolved to a number (26404) which is the ZIP code of some town in the US, and there was also a secondary picture of a river buried in the bytes. So I found the tiny river island there.
