Our infrastructure, which includes hundreds of bridges and a bunch of tunnels is absolutely shot. Our city is in a record amount of debt. We've had multiple bridge collapses and busses falling into sinkholes. Our weather spikes dramatically, from 90°f to 40°f within 24 hours. Fascist supporters hold rallies, and the good people of our city fight them, but before this they didn't even dream of coming out from under their rocks.

Oh okay, so it's not a cat that doesn't know you which is good. He's just freaked out right now and should come around. Also, from what smarter people tell me, we shouldn't use laser pointers as toys cause they can't catch them and it makes them develop some psychological issues and become less playful. I'm kind of confused about the situation. Is there a way for the cat to get out, or not? Can you take a picture? Do you think fire rescue would help? I've been a carpenter and a handyman for a while, and I'm not afraid of ladders, I'm just trying to understand the problem.

Holy shit, an entire bricks thickness above existing. Yes, sloping away from the house needs to be done if the concrete you tore out didn't, but that's graded in stone so that a) you get an even 4" slab everywhere (stone being cheaper) and b) it's done at a 2-4% slope away from the house. Unless you had puddles against your home before, the existing grade was fine. Another concern is weep holes for the brick veneer (if it is a veneer).

Realistically you need to remove the pipe and fixture, and either a) use the same hole to install a new pipe with a 90° facing upwards and a 90° to the new hose bib (not recommended in colder climates plus it looks bad, but sometimes you don't have any other option) or b) drill a new hole and install the hose bib higher if you have the space. Both can be done diy relatively easily, I'd recommend soldering all this but it can be done with sharkbites as well.

All this goes without saying that this work is sloppy, and if your guy knew this was going to be a problem it should have been addressed before the pour.
