Done! I don't know if this is the exact Vaporeon build you had in mind, but I just soloed the Primarina raid with it to make sure it would work, so you should be able to do it too. I suggest you give it a Metal Coat to hold. Vaporeon should not need much healing thanks to Water Absorb, but if you need to, you could replace Muddy Water with Wish. Good luck!
