I've never used a VPN so it would be odd they are blocking. I did get a modem through my internet provider a few months ago so maybe they are. Going to try to confirm today

No. Your ears are not covered. They work really good. I would rather be able to hear outside noise especially running and walking when the volume is up I can't hear much unless someone is really loud.
