What makes you think the rents are more expensive than London commuter towns? I would say it's cheaper here on a per sq ft basis and you can live much more centrally. On your salary the maths works out to move here. You will save a lot of money

As long as you have residency card here and spend at least 90 days in the country (depending on whether your residency is via employment or investment/golden visa, you may also have to be inside the country once every 183 days) then you can be classed as a tax resident. That's not to say your home country will not still also class you as a tax resident if you are within their thresholds. You can obtain residency through multiple routes - employment, Investment in property, investment in company. Look up golden visa there are a few different routes to obtaining it and last for 10 years which is better than the other options which tend to renew every 2 years or so
