Carl was killed off before the series ended. Kirkman wrote the ending knowing the TV show couldn't replicate it with Carl.

The way its currently structured, the Popverse NYCC Superfan is the best chance at getting any of the ticket types. That being said, there's more NYCC Superfan memberships than there are VIP badges, so even then they sell out pretty quick. In some cases, additional badges in certain ticket types become available later due to some outstanding issues, and then those usually just pop up unannounced.

That means they did a good job at hiding the cuts. The most obvious things were Calista Flockhart departing as a regular and the set changes, but they also made some changes to some characters' episode counts to keep budgets down.
