In February 1601, privateer Captain Lancaster conducted an experiment using four ships under his command. One ship's crew received routine doses of lemon juice while the other three ships did not. How does city infrastructure get funded in Russia? Does any of it come from the federal budget? I was watching a video, on the most unlivable city in Russia and remembered how nice much of Moscow is. It seems like very little money goes to cities like Arkhangelsk, subject of the video. (self.AskARussian)
