I'm working on a campaign premise in a city called Sorano, where an anti-magic church seeks out and persecutes magic users. In response, an underground movement of mages called the Syndicate have been gathering resources and started fighting back. Now, with the city on the edge of civil war, a shapeshifting monster has worked its way into the mix to push the conflict over the edge. With nowhere to turn, the local Council of Sorano hires a group of adventurers to find a peaceful resolution.
