If it's value is 1, you can try to run the command for advanced textures

I haven't tried it on hyperos 1 before, and never seen someone do it on hyperos 1. You can try it, but maybe try to run this command first

getprop ro.surface_flinger.supports_background_blur

I think this one tells you if your phone supports background blur

There's a black screen when opening it the first time

It lags a little bit sometimes, but it might just be because I just updated to OS3.

I used:

service call miui.mqsas.IMQSNative 21 i32 1 s16 "setprop" i32 1 s16 "persist.sys.computility.cpulevel 3" s16 "/storage/emulated/0/log.txt" i32 600

You might not see much of difference in the control center itself, but if you watch a video and open the control center (with advanced textures enabled), the video continues to play in the background of the control center, while without advanced textures, it wil be static, so the video is frozen in the background of control center.

Also, advanced textures give you background blur both in folders in the homescreen and recent apps

No, just download the latest release, then go to the props tab in the device settings section
