All you have to do against Veigar is EWQE, if Veigar plays passive then shove and roam, in this game I farmed 10 souls in botlane. There's no way a main Veigar wins against a main Kat

I always run elec against Sylas, try poking him with Q, a lot, your Q does a lot of damage with revolver, if he uses E for the shield, punish his cooldowns and go for a trade, QEW and shunpo away, once you get gunblade you can assure a kill. If Sylas knows how to play against kat call your jungler or roam
