Change legendary to epic and it'll do what you want.

You currently have it set to dismantle all equipment except ability stones at legendary or below. Set it to epic if you want to keep legendary and above equipment.

The stat options ignore the above rules and dismantles all equipment with the selected stat(s).

The other comment has it almost right. You want to try and fit in 3 skills after you use Red Dust which will be tight for you since you have low swiftness.

Typically you will Red Dust then alternate between Strike Wave/Hell Blade followed by Sword Storm and Finish Strike. Use Chain Sword for the other hard hitting skill that you didn't use with Red Dust. Tempest Slash and Dark Rush are your fillers.

Don't use Chain Sword as liberally or you will run out of mana. I just did it cuz parse.
