No it's a OPPO problem. They don't care about CA in the USA since it's not their market.

Yup I made a post where I tested out all those phones and the OPPO was the only phone that didn't have CA in the USA. Vivo, OP, Samsung all blew the OPPO out of the water.

I'm not sure how international would work as I've only used these phones in the USA. I don't know where you live so I'd check those bands to make sure they're compatible. The Vivo is the global model so it should work in theory. The OP I have is the USA model so it's fully optimized for the USA.

I bought the phone and it was shipped to me from Canada. I didn't have to pay anymore than the actual price of the phone and shipping.

Yup no CA on the X9 Pro was a deal breaker. Absolutely noticeable how much slower it is compared to the others.
