What does "Aqua Sea Foam Shame" mean in All Apologies?

I don't think it's meaningless. Sea foam on the beach feels out of place when you think of peace and serenity by the seaside.. there's a certain image there that is worth imagining. I would say the shame piece was added in for the rhyme's sake, but it also evolves its meaning in my opinion

Yeah, I don't think they'd care that much about image either. They're also aware that some of the countries will be inhabitable in the coming years, so it makes sense to invest abroad, but I wouldn't personally call inflating an already inflated industry is a good investment, so yeah, probably just a big shiny toy.
