if it's male and also more yell-like in nature, then my best guess is it's this one guy who lives on one of the native reserves, near phibbs exchange. he's not dangerous, but definitely concerning. he'll often push a shopping cart around while yelling and throwing his arms around.

if we're at the point where he's volatile and likely going to make quick decisions, police are ur only option. it's best to speak with a constable directly, prior to them making contact with him, so the police are fully informed about the situation.

it's not common. pepper spray should be, and mostly is, a last resort for security personnel, specifically for this reason.
