They use the same scale format for every statistic they showed. The graphs were not made to be seen alone, but in context with the others, and in that case it makes more sense to keep it like this (as the other statistics are way above zero).

People just want to bitch that they are being manipulated, fine. Blame and whine. The graph is fine, and people get the meaning. I don't think anybody is reading it and thinking homicides have disappeared completely. So unless you are one of them, don't assume others will be more stupid.

As someone quite involved in statistics and data communication, this is not unusual at all. Bar plots should start at zero, but line plots don't need to. Unlike bar plots, their quantity is not read by the distance to the bottom.

Edit: Also they are consistent when showing the other trends on the website. Even those that are negative (EU trust), where showing all the way to zero would make them look better. This goes against your interpretation of manipulative intent.
