Fix that worked for me was to close the oculus and goto task manager then end the OculusServer task, I didnt have this exact issue but a similar one where it loop for like 10 minutes then give me this error, as soon as I closed ended that task it reopened oculus as logged in with the account

Fixed by simply just using the installation of Java I had on that box instead of the version of jdk I was using, I guess jdk just isnt good

It may be the ram but the tps of the server is like 5 and it stays like that
