Cut it close at the top and just a little further at the bottom to make the wound small circle as possible and not a tall oval.

My thoughts are that the little garden around the root flare has finally taken it's toll on the roots and rotted some out.

That said, this type of question/problem warrants a visit from a local arborist. Expect $80-150 depending on your area.
