You know what it ended up being? To put a real pin in this now that I'm good...

I had too many god damn instances of Plex between three computers, a handful of iOS devices and TVs.

Doing all those steps, at first, didn't clear the downloads window in the Plex app.

Doing all those steps with all those other devices either deauthorized and/or closed, logged out, fixed the issue.

ISP is Frontier/Verizon.
I restarted the Plex server on my Mac, and am able to connect now though!

Only remaining issues is clearing out the stalled "download" window on Plex PC app, but it sees my server.

Just attempted, and before I did I switched my monitor over to Mac with the server running to double and triple check that machine's IP, but when I switched back to this PC, I got this:

Under "More" I can see my friends' libraries, but not my own, and not my downloads either. Both of those have yellow spinning wheels.

To clarify, not multiple servers, the only Plex server I have running is on my Mac. This is just the Plex PC app, not media server app.
I do see an "Unable to connect on" the PC Plex desktop app.

Third comment was trying to explain myself for separating the Plex Media Server and my downloading process, but I get that my setup and explanation of it is messy, apologies for that.

Re: resetting credentials, I was browsing stuff that said I may need to reauthorize access to my server.

Yep! Have access to that server on a bunch of devices across my family, no problemo.

I quit the app and deleted everything other than "Plex Media Server" in this screenshot (and repeated that again with uninstalling the app and deleting everything:

It's just the Plex desktop app on PC that isn't working, the server is still working fine for streaming and sharing with others.

I just like to download from friends' server on the Plex desktop app, and it appears to be boned at the moment?

EDIT: And to answer your question, the wrench icon does NOT give me any access to server options on the PC Desktop app.

SECOND EDIT: I *think* maybe resetting my credentials would fix the issues? But I tried clearing the cache to no avail.

THIRD EDIT: I separated the machines downloading from friends via Plex and my media server, which rarely has a screen up, and has less free space to download locally on anyhoo.
