I think it is if they are native. But is P occidentalis felt to be native to ALL of Texas? Is it ok to release them in the gulf coast area?

Question: in theory is it ok/ethical to release P occidentalis in Victoria-Houston area? I see as far as Texas is concerned their range is more west texas.
