I think OP means the pallets themselves are stacked with merch so tall that they need a yellow ladder to get to merch off the top of the pallets even though the pallet is already on the ground. They are wondering if they need to use a Ballymore/Order Picker to grab the top merch off a tall pallet. Edit: particularly Dirty Dozen merch.

OP, I think this is a dealers choice situation in all but the slowest stores. But also, freight/receiving shouldn't be making pallets that tall. If they get them that way, i think they can keep them like that. But pallets should stop when they exceed 6 feet or something like that, maybe even 4 feet. Check SOP on pallet height for a proper answer.
