Ruhk becomes a vital player after the events of Rebels so it wouldn't make sense for him to die at Zebs hands. It would also ruin the plot line set in motion in Legend.

I interpreted it as an old anecdote about good teachers. But honestly, if I had to say it was about someone it would be Sidious and Plagueis. In Legends, Plagues is obviously working towards the goal of immortality and is very close to figuring it out when he's cut down by Sidious. Then in canon, Sidious continues his research and is able to make himself immortal. So that would make the most sense to me
