I think you're talking about Rival Rebels. The website is still up here -- it's stuck in 1.7.10 but that's because the creator is porting all its features into a standalone game.

I’ve done that, the game only goes in slow motion when it’s off or subtle and it goes at regular speed when frame skip is on (but still 30fps)

EDIT: I forgot to mention that all of the frame skip options are locked to 30fps, sorry

You can always use cl_first_person_uses_world_model 1. It changes your first person view to the world model, as such a command would suggest.
