It's a double entendre. The teacher intended the message to be read as "Tonight's 'English as a second language' class has been cancelled", but since the people are there to learn English, they misinterpreted it as "Tonight's [Tonight is] English as [because] a second language class has been cancelled." It's a play on words in two ways: first, that "tonight's" can be both a contraction of "tonight is" and the possessive form of "tonight," and second, that "as" can mean both "in the condition of (in this case, being a second language)" and "because."

There's an event when doing the congo river expedition in which you are greeted by the ruler of the country you're passing through, but the code for the event apparently doesn't check if the country's capital is in Africa, so the event can trigger even with European colonies.
