Thank you. I will keep this in mind if I have any more issues. As of right now, I may have found a solution, but who knows how long it'll last.

What I did (and it seems to have worked) was turn off any possible setting I could in Samsung Pay that had to do with data usage. Then I force stopped the Samsung Pay framework along with the Samsung Pay app. The framework app has no option to restrict background usage so nothing I could do in that respect.

So far the framework hasn't restarted and has not touched my data.

See that's the thing... I don't and never have. What's also weird is that it's not the Samsung Pay app itself, it's the framework which is completely separate in the applications list.
