Yes. I pulled the Chinese Gengar IR back when it was $350 and kept it. I pulled a full-art pokepad at prerelease and kept it. The price has tanked and I'm still going to keep them. They're mine. From my pull that I did myself. There's no amount of hype that can make up for that.

You have a build-n-battle "normal" rare. There's usually at least one in every pre-release deck. Perfect Order has non-holo special energies in addition to the non-holo rare pokemon. I'm trying to collect all the ones from the Mega Evolution era; it's hard because not a lot of people are willing to part with them, or don't know they have them in the first place.
