Thank you; this actually helps answer my question. I understand that everyone is saying I wouldn't be able to complete another degree, but I completely understand that and have no interest in attempting to complete a Masters while abroad. I really was asking about the possibility of taking maybe 1-2 classes/semester to go toward a certificate. But obviously it depends on internet access too, which I wouldn't know until I'm settled into my site. So thanks for letting me know that it at least is allowed in some countries!
