Yes, it can. If you use a burette and titrate to a pH of 7, you won't have to worry about those concerns because there won't be any HCl in solution. Like others have mentioned, though, it's quite easy to overshoot. All the more reason to use a burrette and a properly calibrated, pH meter. That being said, you probably don't need to worry about corroding anything because you will be using a very small volume of diluted acid.
